Bucharest,
Sept 1 /Agerpres/ - Romanian President Traian Basescu said on
Monday, after an extraordinary meeting of the European Council
devoted to the current situation in Georgia, that very good
conclusions were reached, which proves the solidarity of the
European Union. According to the Romanian head of state, the
conclusions were essential and the strongest signal coming from
the EU.
Basescu
said that the Georgian crisis is the most serious in the past 18
years in the relations between the European Union and the
Russian Federation, and the conclusions of the European Council
cover Romania's stance on the issue as well.
According
to President Basescu, the conclusions indicate, among other
things, a disproportionate reaction of Russia and firmly condemn
Russia's decision to unilaterally recognise the independence of
South Ossetia and Abkhazia.
'The
European Council requests that the solution for Ossetia and
Abkhazia takes into account the principles governing the
civilized world, that is the principles of independence,
sovereignty, territorial integrity and inviolability of national
borders. At the same time, it asks in its conclusions that the
UN Security Council resolutions on this matter be also taken
into account. There are approximately 30 resolutions for
Georgia, all of which consolidate the idea of this country's
territorial integrity, which vanished overnight,' said Basescu.
The
conclusions also say that that all European States have the
right freely to determinetheir foreign policy and their
alliances, and in the time immediately ahead the EU should take
measures to strengthen regional cooperation in the Black Sea,
Basescu added.
According
to the Romanian head of state, the conclusions ask for a full
implementation of the cease-fire agreement mediated by French
President Nicolas Sarkozy between the Russian Federation and
Georgia.
Basescu
mentioned that these conclusions say the European Union
considers that it is more necessary than ever to support
regional cooperation and step up its relations with its eastern
neighbours, in particular through its neighbourhood policy, the
development of the 'Black Sea Synergy' initiative and an
'Eastern Partnership.'
'The
conclusions recognise the impact of the ongoing crisis on the
entire region, and this is highly important, because the
document submitted by Romania reveals just that and comes up
with solutions,' said Basescu.
He
mentioned that the European Council decide to appoint an EU
representative for Georgia, and the final document of the
meeting recognises that because of the crisis in Georgia
relations between the EU and Russia have reached a crossroads.
Basescu
also said a solution was adopted to postpone negotiations over a
new EU-Russia partnership, until the Russian troops have
withdrawn to the positions held prior to August 7, 2008.
At the same
time, the Romanian head of state said the European Union's
General Affairs and External Relations Council (GAERC) should
also look into alternatives for supplying energy to the EU.
President
Basescu pointed out that at the extraordinary meeting, French
President Sarkozy assured that Moldova will be a distinct point
on the agenda of the European Summit of this October.
'This is an
extraordinary thing. Our task is to continue dialogue with
Moldova and see what its aspirations are at a debate in the
European Council about Moldova,' said Basescu.
President
Basescu on Monday attended an extraordinary European Council
meeting in Brussels called by the EU French Presidency in office
to discuss the crisis in Georgia.
Also
attending the meeting on behalf of Romania were Prime Minister
Calin Popescu-Tariceanu and Foreign Minister Lazar Comanescu.
