Prime Minister has appreciated that the European Commission Report of September has represented “the fulfillment of the efforts over the past two years and those which began after 1990”, that the Romanian authorities made with a view to accession.
“On September 26th, when the Report was presented in Brussels , all European officials had praiseworthy words and confessed us that they did not believe Romania was capable of such an effort. Thus, we have demonstrated that Romania can be considered as a genuine European country: a country that undertakes commitments and observes them”, Prime Minister Tariceanu has stated, adding that Romania 's priorities over the next period should be directed towards bridging the gaps separating us from EU member states.
“These priorities mainly refer to the infrastructure development, educational system modernization, and research and innovation propulsion, as essential engine in the modernization of a country and in the boost of its competitiveness. We will invest a great deal of money in the health field, we will have to pay more attention to agriculture , and especially rural development”, Prime Minister Calin Popescu – Tariceanu has stated.
Prime Minister has also stated that the authorities will aim at the balanced development of the regions of Romania in order to remove discrepancies at regional level.
The Head of the Executive has emphasized that the “very consistent and rapid” economic growth will prevent the labor force migration on January 1st 2007 .
“ On the contrary, there are a lot of Romanian companies that started seeking Romanians who are working abroad and bring them back because they can provide them equal payment conditions”, Prime Minister Calin Popescu – Tariceanu has stated.
Also, large European or transnational companies come to Romania due to both low cost of labor force and the quality of professional training. “This will allow Romania and Romanians gain other corporate culture, drawing nearer to Western spirit and we will all benefit of it”, Prime Minister has stated.
Development of the relation of the Romanian authorities with the Romanians abroad
Prime Minister has appreciated that the first Confrerence of the Romanian communities in Europe provides them the opportunity to carry “a direct dialogue within an institutional framework with the leadership of the main Government structures that are involved in the problems of the Romanians living abroad, and with representatives of state institutions, academic milieu, mass media or Romanian civil society”. He has stated that Romania and Romanians will have a new status further to EU Accession, and this will compel all Romanians both in the country and abroad to find “new forms of expression, presentation and affirmation of Romanian values”.
At the same time, Prime Minister has appreciated the initiatives of the Romanian communities living abroad on assuring the educational in mother's tongue, courses on Romania 's history and geography to the Romanian children abroad.
Prime Minister Tariceanu has stated that as of January 1st 2007 , the Law on the regime of awarding non- refundable financings for the programmes , projects and actions necessary to support the activity of Romanians of everywhere and their representative organizations as well as of the way the sums awarded to this activity will come into force. “This law will aim at clarifying the activity in the field, including through establishing the evaluation criteria for awarding the non- refundable financings” the Head of the Executive has stated.
There has also elaborated the draft Law on the organization and unfolding of the vote through correspondence of the Romanian citizens with domicile and residence abroad. There have been established ten financing framework programmes that precise the fields for which governmental funds are allotted, a special importance being paid to the promotion of diaspora elites and Romanian cultural heritage.
Prime Minister Tariceanu has highlighted that a special importance is paid to the relation with the Romanian citizens living in the countries neighboring Romania . “On the basis of a strategy including a direct systematic contact and a preferential support, there have been considered as priority the projects for supporting mass media, schools and education in mother's tongue”, the Head of the Executive has stated.
He has also appreciated the activity the representatives of Romanian churches abroad are carrying out. “ I was impressed by the efforts which they are making to preserve the communities' cohesion, the Romanian element. I would like to thank them for this effort of promoting in the Romanian communities the cultural and historical values that link the communities with the country”, Prime Minister Tariceanu has highlighted.
The Head of the Executive has further highlighted that Romania can create a better image of Romania abroad by the essential contribution of Romanian Diaspora.
The Award of Dimitrie Cantemir National Prize – 2006 edition
On the Conference of the Romanian Communities from Europe , Prime Minister Tariceanu has awarded the national prize Dimitrie Cantemir , that the Government awards to some great Romanian personalities abroad. The prize was awarded to Mrs. Monica Lovinescu “for the contribution she made through her entire activity, to reshaping Romania over the last half century”.
Prime Minister has expressed his wish that the prizes of this kind to become a tradition “to praise and show the necessary gratitude to all Romanians who distinguished themselves through their effort abroad”. Also, Prime Minister Tariceanu has stated that the events dedicated to Romanian Diaspora should become permanent in order to contribute to the development of a “useful and fruitful dialogue for both the Romanian communities abroad and the Romanian state authorities”.
