Headline: Evaluation meeting of the National Anticorruption Department

Romania needs the National Anticorruption Department due to the contribution which this institution can bring to re-establish the respect for law, which can become possible through an action of the Prosecutors, according to law and the democratic principles, Prime Minister Calin Popescu – Tariceanu has stated.

 

Prime Minister has stated that the Government has supported the activity of this institution through the promotion of the necessary legislative framework and financial measures.

“ The Government has promoted the necessary legislative framework for the DNA to be able to efficiently and independently function, and to fulfill its prerogatives in the fight against corruption ”, the Head of the Executive has stated.

“ As Prime Minister, I undertook the political role of discussing with the coalition political groups in the Parliament for the Ordinance on the setting up of DNA to be adopted in the form proposed by the Government and agreed by the Department Prosecutors ”, Prime Minister has stated.

Prime Minister Calin Popescu – Tariceanu has stated that he had discussions with the representatives of the Government coalition, in order to provide the political support necessary to promote the Ordinance on the setting up of DNA as soon as the President re-conveys the legal document to Parliament.

This legal document will allow an efficient and independent functioning of the institution, Prime Minister has stated.

Also, Prime Minister Calin Popescu – Tariceanu has added that the Government will continue to support the fight against corruption, “ not only because there is a careful EU monitoring of the judiciary, but because Romania needs a strong judiciar y”.

The fight against corruption is “ a prerequisite of the rule of law and its placement on the three pillars, the executive power, the legislative power and the judiciary ”, Prime Minister has added.

Address by Prime Minister Calin Popescu– Tariceanu on the presentation of the National Anticorruption Department's evaluation report


I believe that, in 2006 Romania unquestionably needs the National Anticorruption Department. It is first of all about the contribution which this institution can bring to the re-enforcement of the law observance that is possible through an action according to law and democratic principles. The Government has taken the necessary measures in 2005 so that your institution can function in an efficiently way. I refer first of all to the financial measures.

Also, the Government has promoted the legislative framework necessary for you to efficiently perform your activity, in an independent way and to be able to fulfill your prerogatives in the fight against corruption. As Prime Minister, these days I undertook the role of discussing with the coalition parties further to the rejection of the Ordinance on DNA organization in the Senate, so that you can benefit of the necessary political support. Once with the return of the Ordinance in the Parliament, the way I requested Mr. President to act, I am convinced that, in the end this will be the solution, we do not see other better solution – we hope to give the necessary support for the Ordinance in the form in which it was proposed by the Government, and which I understand it was agreed with you in order to enable you to perform an efficient and independent activity, to be voted. What happened in the Senate is a regrettable episode, but meanwhile, there should be underlined that today, the DNA has the legal framework to function.

I can assure you that the Government will continue to support the fight against corruption, not only because there is a careful EU monitoring in this respect, but because Romania needs a strong judiciary. The fight against corruption is a prerequisite of the rule of law. I can appreciate that nowadays, in Romania , there is a great need for justice; there is a thirst for justice at the level of the population. Although, we have a functional market economy, and we have fundamental institutions which are correctly functioning, we have to attempt to redeem the confidence in the judiciary, which should be efficient, independent, avoid excess, so that the state relies on the three pillars, namely: the executive power, legislative power and the judiciary.

This is the message which I want to convey to you and alike the Minister of Justice, I can express my confidence in the institution within which you perform your activity, and which plays an essential role over this period.
