Romania ends negotiations to join EU
To the Romanian society, Romania's accession to the European Union is a fundamental strategic objective . This is an option founded on the convergence of the political and social forces seeking a sound rooting of the country in the system of European values, the development of the Romanian society following the principles of democracy and market-based economy, able to foster social stability and prosperity for the citizens and nation alike.
The integrationist option is consistent with the various reform processes Romania is currently undergoing, with the features of a democratic society - the rule of law and prevalence of law, political plurality, deployment of a viable economic environment functioning in keeping with a competition-based mechanisms and system, characterised by a dynamic macro-economic stability and also compatible with the structures, law and institutional mechanisms of the European Union.
The decisions adopted at Thessalonica (June, 2003) pave Romania's path of accession to the European Union , the fulfilment of the objectives set as part of the accession process yet being conditioned on our capability of continuing to make notable headway on domestic preparations.
Romania's accession to the European security structures - devised in consistency with the spirit of the EU-pursued values - is bound to decisively influence its security and defence policy, being meant to safeguard foreign security and stability.
As the accession will turn Romania's Northern and Eastern frontier into EU's peripheral border, Romania will need to secure an effective management of its frontier, thus making a contribution to strengthening the area of freedom, security and justice.
Romania has been engaged in the European exercise of reflection on the future of Europe conducted within the Convention, being called to develop a coherent philosophy of an Union it would be part of in a few years' time. A Romanian stand on the European Constitution draft has stemmed from the national debate on the subject, which is to be advocated at the CIG 2003 negotiations where our country will be participating with an active observer's status.
In the forthcoming period, prior to the accession, a key-role will be incumbent upon the Foreign Ministry in raising awareness among the Romanian general public through the national information/communication strategies to the benefits and duties entailed by the full-fledged EU membership.
