The Intergovernmental Memorandum with the United States of America
in the field of Child Protection
On Friday October 19, 2001, at Victoria Palace, the seat of the Romanian Government, on the presence of Adrian Nastase, prime minister, the Intergovernmental Memorandum with the United States of America in the field of child protection was signed.
The documents signed on Romanian side by Petru Serban Mihailescu, Minister Coordinating the General Secretariat of the Government and on behalf of the American government by H.E. Michael Guest, US Ambassador to Romania, are:
Memorandum of Understanding between the Government of Romania and the American Government for improving the welfare of the children of Romania;
Partnership convention between the institutions assigned by the two Governments to follow the implementation of the program – National Authority for Child Protection and Adoption (NACPA) and USAID - with the participation, as an equal partner, of World Learning, the organization which will carry out the management of the program.
For the implementation of this program the United State government will appropriate 15 million dollars between 2001 and 2006.
The partnership convention is a technical document, which lays out the purpose of the program, the targeted results and the collaboration mechanisms between the three parties.
The new assistance program fits into the parameters set out in the Government Strategy Concerning The Protection Of The Child In Difficulty - 2001-2004 (H.G. 539/2001) and will complement the actions taken by the Romanian Government and the other bilateral or multilateral assistance programs in the field of child protection.
The program will ensure the cooperation at central and local levels, through the partnership between NACPA and the local authorities. A special emphasis will be given to strengthening the participation of private/non-governmental sector to the child protection services.
