GUIDING LINES
I. The application file
The application file must be submitted in two copies (authenticated copies after the original documents and one copy of the original documents) and it must include:
- The official designation, through Note Verbal from the Embassy in Bucharest of the country of origin of the applicant, or from the Romanian Embassy abroad;
- Authenticated copies of the degree proving the last school graduated (diploma); for postgraduate candidates, it is compulsory to submit authenticated copies of all the previously obtained diplomas;
- Authenticated copies of the academic records of the previous studies (for undergraduate candidates – the authenticated copies of the last level of studies; for postgraduate studies – the authenticated copies of academic records of all previous studies;
- Birth certificate – translated into Romanian and authenticated;
- Certificate/receipt from the Authorities in the field of education, in the country of origin, where to specify that the applicant has the right to study at the requested level;
- Authenticated copy of the passport;
- Medical certificate to attest the capacity to study;
- The application form for a scholarship in Romania (filled in) – requested by the Romanian Ministry of Foreign Affaires;
- The application form for obtaining the acceptance in the Romanian higher education system (filled in) – requested by the Romanian Ministry of Education and Research;
- Curriculum Vitae and 4 recent photos.

II. The procedure for the approval of the application file:
- The complete application files of the candidates (in two copies) will be submitted to the Division for Cultural, Educational and Scientific Relations only accompanied by the notification of the Embassy in Bucharest of the country of origin or of the Romanian Embassies abroad , until the 31 st of May of the present year ;
- The Division for Cultural, Educational and Scientific Relations of the Ministry of Foreign Affairs of Romania will provide the lists with the results of all applicants to the Embassies accredited in Bucharest or to the Embassies of Romania abroad, immediately after the selection phase;
- For the final matriculation for studies in Romania, the scholarship beneficiary must present him/herself to the Ministry of Education and Research with the original documents which copies were initially enclosed in the application file;
- In case the application will not be selected to be allocated a scholarship accordingly, the Ministry of Foreign Affairs, Division for Cultural, educational and Scientific Relations does not assume any responsibility for the return of the application file to the applicant.
III. The supplementary information:
- the applicant is demanded to provide some contact details (email address or telephone number) where the Selection Commission would be able to contact him (if necessary) for supplementary information;
- it is compulsory for every applicant to fill in all the headings from the application form; the unfilled headings prompting the Commission to consider that file ineligible;
- when the applicant does not mention two options for two Romanian universities, the Romanian Ministry of Education and Research would assign her/him accordingly to the available places within the Romanian higher education system.
- If the candidate is not able to present the authenticated copy of the last diploma, it is necessary to present an original certificate/receipt of the level of the studies being undergone. If the candidate obtains the scholarship, at the moment of the registration at the Ministry of Romanian Education and Research, the candidate has to present the original of the diploma or an original certificate/receipt attesting that he/she has finished that level of study and the date when the original diploma is to be released. If this condition is not respected, the candidate will lose the scholarship and another foreign student on the supplementary list will take his/her place.
The application file should be received by the Embassy of Romania in Washington , DC before May 15, 2007.
