The launching Summit of the Black Sea Forum for Dialogue and Partnership
The launching Summit of the Black Sea Forum for Dialogue and Partnership takes place in Bucharest , at the Palace of Parliament , on June 5th 2006.
This is the first of a series of events aimed at consolidating the profile of the Black Sea region and drawing the attention of the international community to the significance of this area, to its opportunities and challenges.
The Black Sea Forum intends to offer a platform for dialogue which should promote the regional interests in a cooperative manner, characterized by solidarity, transparency and openness.
The Black Sea region benefits already from several organizations' expertise. Nevertheless, there is still the need for a complementary, coherent strategy in order to better highlight its opportunities and ensure a cooperation framework focused on achieving concrete results. The new geopolitical context, marked by asymmetrical threats and influenced by the enlargement of the European Union and NATO, represents an argument in favor of an integrated, strategic approach from the states within the region.
The aim of the Black Sea Forum is to meet these challenges and opportunities, adding value and innovation, turning the region into an area of democracy and stability, which enjoys a sound economic growth and a stable social environment. All these elements shall lead to anchoring the Black Sea region, in a natural manner, within the European and Euro-Atlantic community.
The Black Sea Forum Summit gives incentives for new processes, establishes new commonly agreed aims and envisages new cooperation mechanisms based on concrete tools and objectives.
At the invitation of Mr. Traian BASESCU, President of Romania, several heads of state or their representatives from the Black Sea region will participate at the Summit: Robert KOCHARIAN, President of Armenia; Ilham ALIYEV, President of Azerbaidjan ; Mikhail SAAKASHVILI, President of Georgia; Vladimir VORONIN, President of the Republic of Moldova; Viktor IUSHCENKO, President of Ukraine, as well as: Ivailo KALFIN, Deputy Prim-minister and Minister of foreign affairs of Bulgaria; Dr. Besir ATALAY, State Minister, Turkey; Vironas POLYDORAS, Minister for public order, Greece.
The summit also enjoys the participation of the chiefs of diplomacy of Belgium , Mr. Karel DE GUCHT, Chief in Office of OSCE, and of Lithuania , Mr. Antanas VALIONIS.
High representatives of the European and Euro-Atlantic community and of international organizations will take part in the works of the Summit: Serghei ORDZHONIKIDZE, General Director of the Geneva UN Office; Terry DAVIS, Secretary General, Council of Europe; Marc PERRIN DE BRICHAMBAUT, Secretary General, OSCE; Brunson MCKINLEY, General Director, International Organization for Migration; Erhard BUSEK, Special Coordinator for the Stability Pact in the South-East Europe; Marek BELKA, Executive Secretary, UN Economic Commission for Europe; Robert SIMMONS, NATO Special Representative for Caucasus and Central Asia; Peter SEMNEBY, EU Special Representative for Caucasus and Central Asia.
Among the participants there are important personalities such as: Famiano CRUCIANELLI, State Secretary, Ministry of Foreign Affairs, Italy; Stanislaw KOMOROWSKI, State Undersecretary, MFA, Poland; Frederic BALEINE DU LAURENS, Deputy General Director, MFA, France; Norbert BAAS, Special Representative for Russia, Caucasus and Central Asia; Federal Ministry of Foreign Affairs, Germany; Pablo ZALDIVAR, Special Envoy of M. A. Moratinos , Minister of Foreign Affairs, Spain; dr. Jack DYER CROUCH, Deputy Adviser for National Security of the President of the United States.
Over 400 experts from Romanian and foreign non-governmental environment shall bring their contribution, generating concrete ideas and projects in the following fields: cooperation architecture and common agenda of the region; good governance; sustainable development in the domains of energy security, transport, environment, and crisis management.
The large participation of the press (over 350 journalists were accredited) proves that the initiative of the Black Sea Forum for the Dialogue and Partnership, as well as its subsequent events enjoy the public opinion's attention and could benefit from the implication of the citizens of the participating states in further implementing the projects.
The presence of the governmental and non-governmental sector of the regional and the Euro-Atlantic countries and the participation of the international organizations give an impulse and represent a guarantee of the support this Romanian initiative enjoys of.
A Common Statement, setting up the framework for future events under the auspices of the Forum, will be adopted at the end of the meeting.
